What are the steps in using Por15 rust prevention on a classic car?

I'm trying to remove the rust on the underside of the car. I plan on getting all the loose rust with a wire brush and then using Por-15. The question is if I should finish with a step 4, using the black Por-15 chassis topcoat?
Will this truly prevent rust from eating up my car?

POR-15 is a good product.
Anything you can do to slow down rust and its formation is a good thing to do.
I do not think we can ever completely stop rust from forming, but we can slow it down.
And yes I would use their topcoat to complete the job.
