Why are the Lancer Evolutions from 2003-2006 illegal in Canada?

I'm not talking about the new lancer evos, but the ones from like 2003-2006. Why are they street legal? I do not understand. I see fast exotic cars on the road many times, like porsche, lamborghini ferrari etc. This doesnt make sense. I really want to purchase one of these but can't find them anywhere for sale. And i do not want to buy one of the new Lancer evos, they look like crap compared to the ones from 2003-2006

It is illegal because of the stricter bumper crash rules in Canada. The Evo VIII and IX are much sought after but unfortunately for the Canadians, they can't be had. Immigration even gave me a hard time when I went into Canada to visit some friends. The only time you can get away with it is to have an American license plate on the car and of course registered in the US. There's always a loop hole in every rule/law.
